Are the roads to Cairns still OK? How cheap is it to live there?

I’m thinking of moving to Cairns from Victoria. But there’s been all these cyclones. I want to go up and have a look in a few weeks time. Are the roads OK all the way up there? How cheap can I live there? Are there discounts at hostels with it being off season?
